Construction Continues at Lazuli Landing Affordable Housing Development – Extended Work Hours Planned
UNION CITY, CA, April 9, 2026 – The first story of the Lazuli Landing affordable housing development is now becoming visible above the construction fence along Mission Boulevard, between D and E Streets, marking a significant milestone in the project’s progress.
Lazuli Landing is an 81-unit affordable housing community being developed by MidPen Housing, a nonprofit housing developer. The project will provide a mix of one-, two-, and three-bedroom apartment homes, including one manager’s unit. Planned amenities include a multi-purpose community room with kitchen, a second-level outdoor play area, secure bike storage, and on-site parking. The development will also feature a ground-floor commercial space leased to the City of Union City’s Youth & Family Services (YFS), providing additional community-serving resources.

Due to the construction of a large concrete parking structure with residential units above, the project will require extended work hours up to eight days during the months of April, May, and June. These extended hours are necessary to complete large concrete pours in a single continuous operation to ensure structural integrity. During those days, there will be temporary traffic flow and accessibility disruption near the project site.
WORK HOURS
Extended work hours are planned for Thursday, April 9 from 6:00 AM to 11:00 PM. Additional dates will be noticed.
Traffic controls will be in place in the surrounding area.
E Street will be closed between Mission Boulevard and 2nd Street.
Motorists are advised to avoid the area and use alternate routes where possible.
